Düsseldorf, 11.06.2025 - The demands on recruiting are growing, but there is little time for strategic development in day-to-day work: This is shown by a recent YouGov survey of 416 HR decision-makers in Germany commissioned by the new training programme Stepstone Insider. 80% of them consider further training to be very or somewhat important - at the same time, however, only one in four (25%) say that they regularly take part in further training. Particularly alarming: 37% of respondents invested less than one day in further training in 2024, 16% not even one minute.

Too little time, too few offers, too little support

There are many reasons for the lack of further training. First and foremost is a lack of time: just under half of recruiters (49%) say they simply do not have the capacity to undertake further training in their day-to-day work. 20% lack suitable training programmes, while 13% criticise the lack of support from their employer - for example in the form of time, budget or time off. The result: a growing knowledge gap - in an area that is changing dramatically due to AI, automation and new expectations from applicants.

“Recruiting today is a diverse and highly complex activity that requires a wide range of interpersonal and digital skills. It has long been about far more than just publishing job advertisements”, says Dr Tobias Zimmermann, labour market expert at The Stepstone Group. “The requirements are increasing - not least due to the widening use of technology and the ongoing shortage of skilled labour.”

Desire for orientation, practical relevance and exchange

When asked about the specific requirements needed to keep pace with the challenges in recruiting, HR experts would like to see structural simplifications such as a reduction in bureaucracy (47%) and more resources (37%), as well as practical training opportunities (39%), better access to data and analyses (27%) and more dialogue with other recruiters (25%).

“Recruiting is in the midst of structural change and is gaining strategic importance with demographic changes”, says Zimmermann. “But those who work themselves to the limit every day have little time to keep up with the latest recruitment trends. Recruiters don't lack motivation, but rather time and access to suitable formats. The new era of recruiting is starting right now. And it requires an enormous amount of flexibility, adaptability and continuous learning.”

A new training programme for the HR community

To close this gap, Stepstone is now launching an interactive training platform: Stepstone Insider. The new offering is aimed at HR professionals and recruiters to provide them with compact, practical formats and in-depth market analyses in their stressful day-to-day work. The aim is to establish a recruiting community in which the HR industry can discuss current trends and challenges. In addition to the website, easily consumable training content has also been shared on Instagram, TikTok, YouTube and LinkedIn since the start of the campaign.

About the study
The survey data is based on online interviews with members of the YouGov panel who agreed to participate in advance. For this survey, a total of 416 HR decision-makers were interviewed between 24 and 31 March 2025.
